Residents of Electrify Everything communities can call or email the Electrify Everything Advisors for free, no-pressure guidance on electrification projects. Your advisor can help you stack incentives to maximize your savings, find you trusted contractors who are experienced in electric technologies, and answer your questions about electrification and weatherization.
Utilities
Minnesota's utilities offer financial incentives for efficiency projects, special rates, assistance programs, and more for customers. Please note: Many of these programs have income requirements. To calculate your utility rebates or find incentives that are not based on income, use our Incentives Calculator or find your City below.
CenterPoint Energy offers several programs to its customers to help with their energy costs, efficiency, and improvement programs. All of the applicable rebates are included in the incentive calculator, but additional programs and details may be available. Income-Qualified Programs
Homeowner Efficiency Redo Opportunity (HERO) Program
This program offers qualifying homeowners a free energy review and pays at least 50% of the cost for qualifying installed weatherization and energy efficiency upgrades. Households must be at or below 80% of the area median income (AMI). To learn more, visit the HERO program website.
Low-Income Rental Efficiency (LIRE) Program
If you’re an income-qualified CenterPoint Energy customer or the owner of a building with at least 50% income-qualified occupancy, you may be eligible for a free energy review and financial assistance in making weatherization upgrades to improve efficiency. Rochester Public Utilities and Minnesota Energy Resources serve the Rochester area. All of the applicable rebates for these utilities are included in the incentive calculator, but additional programs and details may be available. Income-Qualified Programs
Rochester Public Utilities and Minnesota Energy Resources offer programs for income-qualified households. The 4U2 program and Energy Sustainability for Our Elderly programs offer weatherization, appliance repair and replacement, and other energy efficiency upgrades to qualifying customers who have electricity service from Rochester Public Utilities and gas service from Minnesota Energy Resources. Programs for All Customers
Electric Space Heating Rate
If you use electric heating as your primary source of heat and are an Xcel Energy customer, you can sign up for a special rate, which will help lower your utility costs while heating using electricity during colder months. If your primary heating source is electric and you'd like this rate, learn more on the Xcel Energy website then call 800-895-4999 to sign up. You will need to tell them about your electric heating system and ask to enroll in the electric space heating rate program.
Income-Qualified Programs
Home Energy Savings Program
The Home Energy Savings Program is an Xcel Energy program that allows income-qualified customers at or below 80% of the area median income (AMI) to receive free advice from energy experts and have energy-saving improvements installed in their homes for free. Projects may include weatherization and appliance replacement for older models. For more information on eligibility and to find your service provider, visit the Xcel Energy website.
Loans and Grants
Center for Energy and Environment (CEE), the program manager for Electrify Everything Minnesota, works with Minnesota Housing, local governments, and Minneapolis neighborhood associations to provide flexible loans for home improvement and energy efficiency projects. City Governments
Many Electrify Everything Minnesota member Cities offer programs to help residents transition their homes to be partially or fully electric. Each City offers different programs for electrifying single-family homes, including rebates, which are included in the Incentives Calculator. Other programs, including those for income-qualified households or multi-family homes may be available, too. For more information on other programs, visit your City's website.

The City of Edina's Community Climate Action Fund offers incentives to residents who make changes that benefit the community and help the City achieve its climate goals. Incentives depend on project type, project cost, utility rebate, income, home address, and more.

The Green Cost Share program helps homeowners and property owners pay for home improvements that save energy and make the community healthier. Eligibility depends on project type, project cost, utility rebate, home address, and more. An energy audit is recommended but not required.

Healthy Homes
The City of Minneapolis can help make your home safer and healthier. Often, if a home has a health or safety concern, that must be addressed before additional efficiency projects can start. In some cases, weatherization projects qualify for this program. Low-income properties and properties in Minneapolis Green Zones are prioritized, but others may be added to the wait list if they meet eligibility requirements.
City of St. Louis Park
Climate Champions for Homes
St. Louis Park's Climate Champions for Homes cost-share program helps residents get reimbursed for energy efficiency upgrades, including high-impact energy projects recommended in an energy audit. Eligibility depends on project type, utility rebate, income, and more.
State and Federal Governments
The State of Minnesota and the federal government offer rebates for electrification and weatherization projects.
Save Energy Minnesota combines state and federal rebate programs to support energy-efficient home improvements. It will offer several rebate options to help make clean energy upgrades more affordable for communities and residents across Minnesota. Electrification, weatherization, and electrical panel upgrades may be eligible. Eligibility will be based on the applicant's total household income. The Energy Assistance Program (EAP) is a statewide program to help income-qualified households pay for home heating costs and furnace repairs. The Weatherization Assistance Program (WAP) provides free home energy upgrades to income-qualified households to help homeowners and renters save energy and ensure their homes are healthy and safe
The federal Energy Efficient Home Improvement Credit (also known as the 25C tax credit), was discontinued on December 31, 2025. Projects that were completed before then may still be claimed in the upcoming tax season. Tax credits are subject to federal program availability.
